1987 Range Rover Classic with LT230 and 3.9L Engine Rust Free Nevada Vehicle

Description

I purchased this vehicle from a friend in Las Vegas and shipped it to Georgia. I went through it front to back, serviced the plugs, wires, distributor cap, rotor button, front axles + swivels, rear axles, transmission fluid and internal filter, new v-belts, etc. Everything was running amazing. I drove it to D.C. and it ran flawlessly. Seats work, cruise control works, A/C is ice cold. Shifts great (new transmission less than 40,000 miles ago). Sunroof works and does not leak.
I put new tires on it and changed the valve cover gaskets. While I had them off I powder coated the valve covers. As soon as I got it buttoned back up I had this sporadic idle. I changed the stepper motor and no luck. I couldn't figure it out so I towed it to a rover mechanic here in the area. He drug his feet for over a month, changed the intake gasket, and it has the same problem. Known good parts were swapped to try to locate the issue so the following have been ruled out: distributor, computer, stepper motor, TPS.
I am frustrated so get a great deal. If you are local come by and see it, if you are out of state I will help get the vehicle loaded on a shipper if needed as long as it is close by. This could be something as simple as a sensor or even a broken wire. I'm not going to gamble anymore money. I'll be super honest, just contact me.
Slight weep of Transfer case gear oil, but not enough to even show as low on the 500+ mile trip from Ga to D.C. I made last month. Small pings and tiny dents on side of vehicle. Seats are cloth and are in great shape. Front seats look as good as back, but put covers on to protect them.
I have over $22k in receipts from the past owners. This vehicle was well loved. It had a engine swap done at 200,000, but I cannot locate the receipt. It was done by a rover expert up in Seattle, but again I can't locate it. Contact me if you want specific receipts or info. I do have receipts for the following:
